Why do breeders judge?

I wish there was a law that everyone had to spay and neuter their pets. The only exception to keep dogs and cats from going extinct would be that they must be AKC registered and the breeder would have to pay $$$ for a license. There would also be limits on how many litters they can have, something like only 3 litters for every female dog then she must be spayed. I definitely do not believe we need any more mutts or mixed animals because there are too many already. If the population dropped dramatically, the pet population would decrease and having a pet would be a privilege. Then maybe people wouldn't be so quick to dump their pets!
