Can a puppies growth be stunted by hypothermia?

One of my Siberian Husky/Australian Shepard cross puppies was nearly frozen to death a few weeks ago...now she's eating and doing ALOT better. However, she is much smaller than the rest of the litter. Could the hypothermia she suffered cause her growth to be stunted? Thanks for any help!
