Why does my cat always scratch litter out of her litter box?

Hi there my cat does exactly the same, even if the litter is new i think its one of those things that is unanswerable like she's the only cat so why does she always cover her food with my kitchen rug?. cats eh! mysterious creatures, oh but we love em so best wishes----lizzy
