How to get my cat to not track litter everywhere?

My ooold cat about 14 is tracking litter everywhere! and it sticks to his paws because when he drinks he puts his paws in the water and then he goes and pees because hes diabetic, and pees all day and then gets a drink and when it sticks it tracks everywhere around the house! Any suggestions? and I can't put the water on elevated ground because he cant jump anymore.
