Anyone know how to resolve cat pooping next to litter box?

My six month old female cat will always poop right NEXT to its litter box, instead of inside it. It pees in litter box, however, but never feces. I have tried and tried and tried scraping its paw in litter to get it to go, still just pee, no feces... it chooses to poop right next to box. Also, it doesn't matter how clean the box is, it still wont go # 2 in there! It would rather poop on the floor. Any info greatly appreciated to help with this problem!
